Phil Philips is a Member in Watkins Meegan’s Government Contractor and Technology Group. He provides accounting, business advisory and tax-planning services to high technology, government contracting and manufacturing companies. Phil is an expert in cost accounting for government contractors and is knowledgeable in the Federal Acquisition Regulations.
He advises clients in the area of credit and collection policy and has implemented improvements in billing procedures resulting in improved cash flow. Phil also assists organizations with SEC financial statement reporting including calculations and disclosures on various financial statement items, such as stock options and deferred taxes.
Phil served as the project manager of a large multi-year project that the firm performed for the Resolution Trust Corporation (RTC). This project culminated in the successful sale of approximately $250 million of assets of several RTC subsidiaries comprising one of the largest mortgage banking enterprises in the United States. He testified as an expert accounting witness in a case involving the allocation of expenses between affiliated corporations and he has valued real estate and commercial loans for savings and loans institutions.
