Mr. Kaplan joined Watkins Meegan as a Senior Manager in the Government Contracting & Technology Group.  With over 16 years of experience working as a government contractor or with government contractors and other high technology companies, he has gained extensive knowledge of the industry.  Mr. Kaplan focuses on providing audits and other attestation services to government contracting clients of all sizes.  In addition, he provides consulting services in many areas of compliance, such as FAR and CAS interpretation, incurred cost proposals, and forward pricing.  Mr. Kaplan also specializes in providing merger and acquisition due diligence support.  As a manager, he is knowledgeable about IT social media and educates his staff on the topic.

Previously, Mr. Kaplan served as Sector Director of Accounting and a Divisional Controller for Titan Corporation (now L-3 Communications).  In this role, Mr. Kaplan oversaw all daily accounting functions, prepared month-end and annual financial reports, implemented uniform accounting policies and procedures, and assisted management's decision making with respect to GAAP, FAR, and CAS compliance.  Mr. Kaplan was also responsible for redesign and rebuild of the Sector's indirect cost pools in Deltek Costpoint when Titan Corporation reorganized its divisions.

Mr. Kaplan also served as Controller for Chromatis Networks, an optical telecomm switch manufacturer that was acquired by Lucent Technologies.  In this role, Mr. Kaplan managed the day-to-day accounting functions for the Company and led the Company’s conversion to MFG Pro from QuickBooks.
